is the senior vice president of regulatory affairs at EchoStar Corporation/Hughes Network Systems LLC. Prior to this, Ms. Manner was deputy chief of the Office of Engineering and Technology and also served as deputy chief of the FCC’s Public Safety and Homeland Security Bureau. Ms. Manner previously served as vice president of regulatory affairs at SkyTerra Communications, LLC, senior counsel to FCC Commissioner Kathleen Abernathy, and associate counsel for foreign market access and international wireless services and director of international alliances at MCI/WorldCom. Prior to this position, Ms. Manner was an associate in the communications group at Akin, Gump, Strauss, Hauer and Feld, L.P., and attorney-advisor at the FCC.
